How do i refill my toner cartridge?

Ok. At work i have this panasonic fax machine.. I have the cartridge and the powder to refill it. I assumed this was not a confusing task and figured that i just pour a small portion of the toner into the cartridge but now when pages print out there are lines in it. I don't know how to get rid of these... am i not adding enough toner? How do i refill my toner cartridge?
black lines or white lines? A black line which shouldnt be there means the drum is picking up toner when it shouldnt be or not wiping away the excess toner. For this you have to check the drum for dirt or imperfections, and the brush which wipes away toner. A white line means it is not picking up toner where it should. That can mean not enough toner in the cartridge, or the toner is not spead around evenly (did you shake the cartridge before installing it?) or there is a scratch on the drum (and that's something you can't fix). Some toner cartridges have to be completely emptied before you refill it.
